Manitoba Provincial Nominee Program (MPNP)
Introduction to Manitoba PNP
Manitoba, located between the provinces of Saskatchewan and Ontario, initiated the first Provincial Nominee Program (PNP) in 1998. The program was established to address the demand for skilled immigrants and fill job gaps within the province. The success of the Manitoba PNP paved the way for several other provinces in Canada to adopt the PNP model.
Manitoba PNP Overview
The Manitoba Provincial Nominee Program (MPNP) has significantly contributed to the province’s economic growth. From initially attracting 418 immigrants in its first year, the program now welcomes over 4,000 immigrants annually on average. The uniqueness of MPNP lies in its allowance for immigration based on close family or friend connections. A remarkable 90% of provincial nominees find employment within the first year, with a retention rate of 90%.
MPNP offers both base and enhanced immigration streams for candidates to choose from. The enhanced stream aligns with the Express Entry system, which manages applications for permanent residency. Candidates are assigned point scores based on the Comprehensive Ranking System (CRS), and the highest-scoring individuals receive invitations to apply for permanent residence. On the other hand, base streams are not linked with Express Entry and require candidates with provincial nominations to apply directly to Immigration, Refugees, and Citizenship Canada (IRCC).
Manitoba Immigration Streams
Manitoba offers five distinct immigration streams for those aspiring to immigrate to the province:
1. Skilled Worker in Manitoba Stream
Who Can Qualify?
Qualified temporary workers and international student graduates working within Manitoba with permanent job offers from local employers.
Pathways:
- Manitoba Work Experience Pathway: For candidates currently employed in Manitoba under a temporary work permit.
- Employer Direct Recruitment Pathway: Candidates are interviewed by a Manitoba employer and an MPNP representative outside Canada.
Application Fee: CAD 500
Minimum Requirements:
- Temporary foreign worker or international student graduate with valid permits.
- Permanent, full-time job in Manitoba for at least six months without a gap.
- All required qualifications, including education/training and necessary licenses/certifications.
- Proficiency in English or French.
- Strong connection to Manitoba through employment.
- Intent to permanently establish work and family life in Manitoba, demonstrated in a Settlement Plan.
- Main applicant must show financial resources of CAD 10,000, with an additional CAD 2,000 for each dependent.
- Employment with a registered commercial business operating for at least three years.
Application Process:
- Submit Expression of Interest (EOI) with responses to a set of questions online, resulting in a score.
- Top scorers are invited to submit an MPNP application.
- Successful candidates receive a provincial nomination, which can be used to apply for permanent residency through the Canadian federal government.
- For candidates under the Manitoba Employer Direct Recruitment Pathway, an interview with an MPNP representative and an eligible employer outside Canada is conducted.
2. Skilled Worker Overseas Stream
Pathways:
- Manitoba Express Entry Pathway: For applicants with an Express Entry Profile eligible under the MPNP stream, listing an occupation with Manitoba experience.
- Human Capital Pathway: For skilled overseas workers experienced in specified occupations.
Application Fee: CAD 500
Minimum Requirements:
- Age of at least 18 years and a score of at least 60 out of 100 on the points assessment grid.
- Strong Manitoba connection through support from friends or family in the province.
- Proof of previous work experience or education in Manitoba, or an invitation to apply from MPNP.
- At least six months of work in an In-Demand occupation.
- Submission of a comprehensive career plan.
Application Process:
- Submit EOI with responses to a set of questions online, leading to a score.
- Top-scoring applicants receive an invitation to submit an MPNP application.
- Successful applicants obtain a provincial nomination from Manitoba, which can be used to apply for permanent residency directly from the Canadian government.
3. Manitoba Business Investor Stream
Designed for immigrants interested in establishing a business in Manitoba. It offers two pathways:
Pathways:
- Farm Investor Pathway: For immigrants experienced in farm-related businesses.
- Entrepreneur Pathway: For eligible foreign business owners looking to move to Manitoba.
Application Fee: CAD 2,500
Minimum Requirements for Farm Investor Pathway:
- Minimum of three years of farm business management or ownership and operation experience.
- Proficiency in English or French.
- Minimum investment of CAD 300,000.
- Submission of a farm business plan for rural Manitoba establishment.
- Conducting a Farm Business Research Visit, demonstrating intent to live on the farm and manage the business.
- Net worth of at least CAD 500,000.
Minimum Requirements for Entrepreneur Pathway:
- Three years of experience as a business owner or senior manager within the past five years.
- Minimum language requirement of CLB 5.
- Canadian high school certificate or equivalent.
- Minimum investment of:
- CAD 250,000 for businesses in the Manitoba Capital Region (Winnipeg area).
- CAD 150,000 for businesses outside the Manitoba Capital Region.
- Creation of at least one job for a Canadian citizen or permanent resident in Manitoba.
- Submission of a business plan.
- Signing of a Business Performance Agreement upon approval.
- Net worth of at least CAD 500,000.
Application Process for Farm Investor Pathway:
- Conduct a Farm Research Visit in Manitoba within a year prior to beginning the process.
- Complete Interest Guidelines and Farm Business Concept forms, along with the Code of Conduct for Immigration Representatives (if applicable).
- Apply to the Farm Investor Pathway upon receiving a Letter of Advice to Apply (LAA).
- Interview with an MPNP representative upon LAA receipt.
- Upon approval, sign and submit a deposit agreement with CAD 75,000.
- Apply for permanent residency directly from the Canadian government upon nomination.
Application Process for Entrepreneur Pathway:
- Assess eligibility, research, and prepare the business concept form.
- Submit EOI, business concept form, Self-Assessment form, and Code of Conduct for Immigration Representatives (if applicable).
- Receive an Official Letter of Advice to Apply (LAA) upon approval.
- Submit completed application to MPNP.
- Upon approval, sign a Business Performance Agreement (BPA) with the MPNP.
- Launch your business in Manitoba, provide regular performance updates, and comply with BPA terms and conditions.
- Receive a provincial nomination for permanent residence and use it to apply for permanent residency.
4. International Education Stream (IES)
IES offers eligible Manitoba graduates an expedited pathway to permanent residence, encompassing three pathways:
Pathways:
- Career Employment Pathway.
- Student Entrepreneur Pathway.
- Graduate Internship Pathway.
1. Career Employment Pathway:
Designed for post-secondary graduates securing long-term employment in an In-Demand occupation within Manitoba.
Application Fee: CAD 500
Minimum Requirements:
- Completion of a minimum of two semesters from a Manitoba post-secondary institution in the past three years.
- Minimum language requirement of CLB 7.
- One-year full-time job offer in an In-Demand occupation from an eligible employer.
- Residing in Manitoba while applying for residency.
2. Student Entrepreneur Pathway:
For up to 20 international graduates aspiring to become entrepreneurs in Manitoba.
Application Fee: CAD 2,500
Minimum Requirements:
- Age between 21 and 35 years.
- Submission of a business plan.
- Business ownership of at least 51% for a minimum of six months before nomination.
- Minimum language requirement of CLB 7.
- Completion of a two-year full-time post-secondary education program in Manitoba.
- Financial capability for six months' comfortable living.
- Possession of a valid open Post-Graduation Work Permit (PGWP).
- Residing in Manitoba since graduation and intending to continue residing.
- Signing of a Business Performance Agreement upon approval.
3. Graduate Internship Pathway:
For international Master’s and doctoral graduates completing a Mitacs Accelerate or Elevate internship in partnership with the Manitoba government.
Application Fee: CAD 500
Minimum Requirements:
- Master's or doctoral degree in the last three years from Manitoba.
- Minimum language requirement of CLB 7.
- Participation in a Mitacs Elevate or Accelerate internship.
- Finances for six months or full-time employment in Manitoba.
- Residing in Manitoba during the application process.
5. Morden Community Driven Immigration Initiative
Morden, located southwest of Winnipeg, seeks immigrants to meet specific labor needs. Applicants must meet age, language, education, and experience criteria. They must have the financial capacity to settle in Morden and not have any existing Canadian connections, such as friends or family in Manitoba. Job offers, work experience, and education in the province are also not allowed.
